Files.ini

Some notes about the format of files.ini:
- Comments are not possible. Commented text will be deleted.
There are three sections to files.ini.
- swarmers (\"All the swarmers used\")
- done_files (\"The files whose download is finished\"). This section does not appear to be filled automatically.
_done_files are completed but not commited files. Since now mldonkey auto-commits files, that section is often empty. Commited files should go to old_files lists. /Pango_
- files (\"The files currently being downloaded\")
A file being downloaded will have one entry each in swarmers and files.
