Max reask delay

The maximal delay between two connections to the same client (in seconds): eMule kick people which don't reask before 30 mins... recommended setting: max_reask = 1800

_-- this only bounds the connections delay backoff, so it has no effect for interesting clients. For MLdonkey up to 2.02-0, values bigger than 45 mins are recommended, so that backed off clients are not considered \"good clients\", and prevent MLdonkey from searching better sources.
