Overnet Contact Lists are lists of overnet peers, in CSV format.
The file format is text based, with one peer per line. Each line is:
\"peer address\",\"peer port\",\"~peer client hash\"
- peer address can be an IP address or a DNS name
- peer port, nothing special
- peer client hash is optional, the third field can be empty
(Based on [1], is there an official format description somewhere ?)
